4 - one of the hands moves around anti-clockwise in the order 0,1,2,3 etc

i say 2 because the two constants i noticed about the top graphics are 1. the line always intersects with exactly 7 circular "cells", & 2. the line always intersects with the "cell" located in the second row from the bottom, two over from the left. The only answer with both of these variables is 2
